Abstract

This study aims to analyze the management and convergence of zakat utilization programs by BAZNAS in the Jayapura Region toward achieving the Sustainable Development Goals (SDGs) indicators. Employing a qualitative approach with an exploratory case study design, data were collected through in-depth interviews with BAZNAS stakeholders and mustahiq (zakat recipients), field observations, and document analysis of financial and work program reports. The results indicate that BAZNAS Jayapura has successfully integrated its flagship programs such as BAZNAS Makmur, BAZNAS Cerdas, BAZNAS Sehat, BAZNAS Peduli, and BAZNAS Dakwah with primary SDG targets, particularly poverty eradication (SDG 1), good health and well-being (SDG 3), quality education (SDG 4), and decent work and economic growth (SDG 8). In navigating operational and accessibility challenges in the Muslim-minority context of Papua, BAZNAS Jayapura applies two key pillars: governance innovation based on local wisdom adaptation and cross-sector strategic partnerships (SDG 17). This study concludes that adaptive and collaborative zakat management can transform zakat from mere charitable assistance into a precise and inclusive instrument for sustainable development in Eastern Indonesia.
